The EU citizen registration certificate in Cyprus is the document everyone calls the yellow slip. It is issued on form MEU1 to citizens of EU member states, the EEA and Switzerland who stay in Cyprus beyond the short period allowed without registration, and it is also known as the EU residency certificate or residence certificate for EU citizens. Some older lists and lawyer pages call this service “EU Residency Certificate (for EU Citizens)”. It is a registration, not a visa: an EU citizen already has the right to live in Cyprus, and the slip records that right.
EU nationals who move to Cyprus to work, run a business, study, retire or live on their own means. Employers, Social Insurance, the national health system (GESY), banks and other offices commonly ask for it. Non-EU family members of an EU citizen do not get a yellow slip; they apply for a residence card of their own, see family reunification. Non-EU nationals in general apply for permits such as the pink slip, which is a different document. British citizens who were living in Cyprus before the United Kingdom left the EU have a status under the Withdrawal Agreement; those who arrived later follow the rules for non-EU nationals.
The application is made in person at the district office of the Migration Department, usually after booking an appointment. The file includes the MEU1 form, a passport or national identity card, photos, proof of an address in Cyprus such as a rental contract, a title deed or a utility bill, and proof of the reason for living there: an employer's letter, registration as self-employed, enrolment at a school or university, or evidence of sufficient resources and health insurance.
A lawyer books the appointment, checks that the documents fit the person's situation, attends or prepares the client for the visit, and handles the residence cards of non-EU family members. If the registration is refused, the lawyer explains the routes under visa refusal appeals. For long-term residents, the lawyer also explains the later path to Cyprus citizenship.
No. The yellow slip is the registration of EU citizens; the pink slip is a temporary residence permit for non-EU nationals.
It does not work like a time-limited permit, but the details on it may need updating when circumstances change, and some offices ask for a recent one. A lawyer checks what applies in each case.
The applicant normally appears in person for the application. A lawyer can prepare everything beforehand and follow up afterwards.
Not by itself. Tax residence follows its own rules and is a separate question.

The lawyer was brilliant: communication was clear, the fees were very reasonable, and she made the whole process as painless as it could be. I have since hired her as my legal representative for other matters and will again. Choosing her is a safe bet, and she is a real star.
She replied extremely fast to my first inquiry, quickly arranged a meeting to go over the details, and answered all my questions. Reaching her by phone or text was easy, she was punctual, and she was fun and personable to talk to as well, with perfect English. After I had struggled for months to get this done on my own, she sorted everything out for me in record time. Anyone trying to navigate Greek bureaucracy should hire her, and I would recommend her.
She is simply fantastic, and I can recommend her services highly. She guided me through the entire process, which ended successfully, and she was always available and easy to communicate with.
In applying for my Spanish green card, the lawyer was very efficient and professional, and she reassured me again and again whenever I had doubts about the process. I am a foreigner who speaks little of the language, and she was easy to deal with in English. She submitted every form on time, so my part was little more than trusting her experience and guidance. I am more than happy with the results.
The service was very good, with timely responses throughout. The lawyer was accurate and knowledgeable. I would recommend her to anyone and would use her again.
I got what I needed in Spain without problems, with excellent assistance.
My experience is excellent. Using a lawyer who speaks fluent English, I am confident that I am compliant with Spanish law. We have an open and honest relationship, and I trust that the lawyer is always acting in my best interest.
The lawyer gave an excellent service. She and her team responded very quickly to what we needed and got us past every difficulty that arose, with great professionalism. I was completely satisfied with the result. I would warmly recommend her to friends and colleagues.
The support was excellent, thank you.
Her English was impeccable and she answered every email very quickly. Our Spanish residency application came at a very difficult moment, when Covid travel restrictions applied, and I wrote to her countless times in a panic that we would never finish it. She stayed patient, knowledgeable, reassuring and informative throughout. When we met at the Immigration Centre she was friendly yet professional. I cannot judge the value for money, as I had no idea what this process should cost.
She was fantastic all the way through my application for Spanish residency. Whenever I had a question she was just a phone call or a WhatsApp message away, and she did more than I expected to keep everything running smoothly. I was completely satisfied with the result. I would highly recommend her to anyone looking for a solicitor.
I was extremely pleased with the whole service.
