Who it is for
People who own a property in the country but do not live there. They pay a yearly tax on it, based on the official value of the property.
The tax is paid a year late: for a home bought in one year, the tax is due by the end of the next year. In the first year you only pay for the part of the year you owned the home. The seller pays the rest.
