Italy offers a lower tax rate to retired people from other countries who move their tax home to Italy. Under a 2018 law, a flat tax of 7% applies to pensions and other income from abroad for 5 years.

This lower rate is only for people who settle in towns of under 20,000 people in these regions: Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily.

Who can apply

People from countries that have tax agreements with Italy, which includes most countries. You must not have been a tax resident of Italy in any of the last 5 years. You will also need:

  • A valid passport and birth certificate.
  • Suitable private health insurance.
  • No criminal record in Italy or your home country.
  • Proof that you can support yourself financially.
